If we are to agree that GEO 77/2009 is the act of consolidating the specific legislation of the gambling industry in Romania, then this year marks the 10th anniversary of the gambling industry establishment in our country in a complete framework of legality and good practices. That was the zero moment of our gambling industry.
The 8th edition of the GAMBLING PROFESSIONALS MEETING represents the 10 year anniversary of the existence of Casino Inside magazine. Basically, the maturity process mentioned above happened in parallel with the launch and development of our magazine as the main communicator in our industry.
Are we ready for the new challenges to come in the next 10 years? At RPG 8 this is what we intend to find out. What are the development directions we are heading for? How do we intend to evolve in the next 10 years? How will we manage to combine the economic objectives of the companies with the responsible component – responsible gaming? How do we determine all companies present in the market to have a responsible vision, and that’s not only for the big companies?
Our event on December 5th is organized in order to respond to all these questions.
The discussions and the meetings we had with the representatives of this industry revealed that it would be interesting for this edition to have a debate on the following discussion panels:
• ONJN PANEL. An analysis of the activity of the Romanian National Gambling Office (ONJN) in 2019. Current issues in the Romanian gambling industry. Special guests: Mr. Sebastian Ionescu – Chairman of the ONJN and Mr. Valentin Korman – Vice President of the ONJN, who will present the activity of the establishment they represent and will provide a summary of the current gambling market. Presentations. Stances. Q&A session.
• PANEL AML. Implementation of the new AML (Anti-Money Laundering) law in the gambling legislation in Romania. The role and the procedures of ONJN. In July, 2019, the new AML law, no. 129/2019 was published in the Official Gazette. The authority coordinating the money laundering and terrorist financing risk assessment at domestic level (in close cooperation with the ONJN and other designated authorities) is the National Office for Prevention and Control of Money Laundering (ONPCSB). However, the ONJN has a control role, observes and can sanction the acting in contravention that fall under the AML Law, being able to apply, additionally, specific sanctioning measures, according to the competence already established. As a continuation of the Casino Inside event of September 3, we return with the latest updates on this case, especially because this law will enter into force since in January 2020. • PANEL TECHNICAL CONTROL OF MACHINE GAMES AND A BET KIOSKS. In the middle of February this year, the Order Project of the ONJN President was published, entitled, in the first phase, „Draft technical standard for checking slot machines – Construction and operating requirements”, and then „Minimum technical conditions for checking the means of play, construction and operating requirements”. The issuance of this Order was necessary and long awaited on the national gambling market, given the fact that the practices used by the conformity assessment bodies, licensed class II by the ONJN, were not unitary. In the rounds of consultations organized by the ONJN management within the Consultative Council, with invitations from the conformity assessment bodies licensed in Romania, a multitude of ideas on how these technical norms should look was gathered. Irrespective of how these rules will be after the notice of the European Commission according to the legal procedures, the topic will interest the audience. Host: By Av. Prof. Dr. Marius PANTEA. • PANEL ABOUT THE ROLE OF CERTIFICATION IN THE INTERFACE BETWEN REGULATOR, SUPPLIER AND OPERATOR. MR. André Wilsenach, Senior Vice President, Government Relations at BMM Testlabs will speak about the necesity and the role of the certification in the interaction betwen the entire Romanian gambling industry and not only.
• ONLINE PANEL. 4 years from the regulation. Development directions, online operators accountability, new services. Online gambling is a successful business, with more and more companies in the land based now offering new ways to bet on their sites to online players. It is clear that for many people the online is the future, but what do we need to do to be successful? What are the directions of development of this business? In what direction are we going and how do we convey the responsibility component towards the player to existing and future marketing campaigns. Guests: Ms. Odeta Nestor, President of the Remote Gambling Association and former President of ONJN, other guests. Presentation. Q&A session.
• LAW PANEL. Laws and Current Legal Issues. Traditionally, one of the most expected discussion panels at the GPR relates to legal issues. To acquit ourselves well of the task of providing you the best information in fields considered vital for the activity of a gambling operator we are discussing with the best specialists in the field, most of whom write for our magazine. The speakers on this panel will be announced shortly.
• RESPONSIBLE GAMING PANEL. We aim to discuss the online psychological counseling service 24/7, the most modern instrument to facilitate access to psychological counseling made available to people with (potential) problems related to excessive gambling, or those close to them, and who feel the need for real-time guidance. We will find from the specialists of the Responsible Gaming Association how the „24/7 Counseling” service can be accessed and how technology can positively influence the way psychologists approach the compulsive behavior that some people may manifest towards gambling. • SLOT MACHINE OPERATION PANEL. The increased effectiveness in Slot Machines and AWPs operation. A panel where we will never be able to cover all the matters of interest. Concerning this very important chapter in an operator’s life we came up with a practical and accessible approach, as usual, and we are inviting the large manufacturers of machines concerned to attend a discussion targeted on the operation of some particular brands of machines. Our aim is to provide attendees with useful and interesting information and data that may be put into practice by those Romanian slot machines and AWPs operators which own a live casino, a gambling hall or a bookmaker with betting terminals. Dacă este să agreăm că OUG 77/2009 este actul de naştere a legislaţiei specifice a industriei jocurilor de noroc din România atunci în acest an se împlinesc 10 ani de la aşezarea industriei de gambling din ţara noastră într-o matcă totală a legalităţii şi bunelor practici. Acela a fost momentul zero a industriei noastre de jocuri de noroc.
A 8-a ediţie a evenimentului REUNIUNEA PROFESIONIŞTILOR DIN GAMBLING reprezintă încununarea a 10 ani de existenţă a revistei Casino Inside. Practic procesul de maturitate de care vorbeam mai sus s-a petrecut în paralel cu naşterea şi dezvoltarea revistei noastre ca principal comunicator în industria noastră.
Suntem pregătiţi pentru noile provocări ce urmează să vină să zicem în următorii 10 ani? La RPG 8 acest lucru ne propunem să aflăm. Care sunt direcţiile de dezvoltare spre care ne îndreptăm? Cum ne propunem să parcurgem drumul viitorilor 10 ani? Cum vom reuşi să îmbinăm armonios obiectivele economice ale companiilor cu componenta de responsabilitate – responsible gaming? Cum determinăm ca toate companiile prezente în piaţă să aibă o viziune responsabilă, şi nu doar marile companii?
La toate aceste teme, şi nu numai, încercăm să răspundem la evenimentul nostru din 5 Decembrie.
În urma discuţiilor şi întâlnirilor pe care le-am avut cu oamenii din industrie a reieşit că ar fi de interes să dezbatem în această ediţie următoarele paneluri de discuţie:
• PANEL ONJN. Analiza activităţii Oficiului Naţional pentru Jocuri de Noroc (ONJN) în anul 2019. Probleme curente ale industriei de gambling din România. Invitaţi speciali sunt Dl. Sebastian Ionescu – preşedinte ONJN şi Dl. Valentin Korman – vicepreşedinte ONJN, care vor face o prezentare a activităţii instituţiei pe care o reprezintă şi o sinteză a situaţiei pieţei jocurilor de noroc în acest moment. • PANEL AML. Implementarea noii legi AML (Împotriva Spălării Banilor) în legislaţia jocurilor de noroc din România. Rolul şi procedurile ONJN. În iulie 2019 a fost publicată în Monitorul Oficial noua lege AML, nr. 129/2019. Autoritatea care coordonează realizarea evaluării riscurilor de spălare a banilor şi finanţare a terorismului la nivel naţional (în strânsă cooperare cu ONJN şi alte autorităţi desemnate) este Oficiul Naţional pentru Prevenirea şi Combaterea Spălării Banilor (ONPCSB). Însă ONJN are rol de control, constată şi poate să sancţioneze faptele contravenţionale care intră sub incidenţa Legii AML, putând aplica, suplimentar, măsuri sancţionatorii specifice, potrivit competenţei deja stabilite. Ca o continuare a evenimentului Casino Inside din 3 Septembrie revenim cu ultimele update-uri pe această speţă, mai ales că în Ianuarie 2020 această lege va intra în vigoare. Speaker: dl. • PANEL CONTROLUL TEHNIC AL MIJLOACELOR DE JOC ŞI A TERMINALELOR DE PARIERE. La jumătatea lunii februarie a acestui an a apărut Proiectul de Ordin al Preşedintelui ONJN intitulat în primă fază „Proiect normă tehnică de verificare mijloace de joc tip slot machines – Cerinţe constructive şi de funcţionare”, iar mai apoi „Condiţii minime tehnice de verificare a mijloacelor de joc cerinţe constructive şi de funcţionare”. Apariţia acestui Ordin era necesară, şi de mult aşteptată de piaţa de gambling naţională, având în vedere faptul că, practicile utilizate de organismele de evaluare a conformităţii, licenţiate clasa a II-a de către ONJN, nu erau unitare. În apreciatele runde de consultări organizate de conducerea ONJN în cadrul Consiliului Consultativ, cu invitaţii din partea organismelor de evaluare a conformităţii licenţiate în România a apărut o diversitate de idei despre cum trebuie să arate aceste norme tehnice. Indiferent de cum vor veni aceste norme în urma notificării Comisiei Europene conform procedurilor legale, subiectul va suscita un viu interes în rândul audienţei. Moderator: Av. Prof. dr. • PANEL ROLUL CERTIFICARILOR IN RELATIA DINTRE REGLEMENTATOR, FURNIZOR SI OPERATOR. Domnul André Wilsenach, Senior Vice President, Government Relations at BMM Testlabs ne va arata necesitatea si rolul certificarilor in relatia dintre toti jucatorii din piata de gambling din Romania si nu numai.
• PANEL ONLINE. 4 ani de la reglementare. Direcţii de dezvoltare, responsabilizarea operatorilor de online, noi servicii. Jocurile de noroc online reprezintă un business de succes, tot mai multe companii din landbased oferind acum jucătorilor din online modalităţi noi de pariere pe site-urile lor. Este clar că pentru mulţi viitorul este în online, însă ce trebuie să facem ca să avem succes? Care sunt direcţiile de dezvoltare a acestui business? Încotro ne îndreptăm şi cum comunicăm componenta de responsabilitate faţă de jucător la campaniile de marketing existente şi viitoare. Invitaţi: Dna. • PANEL LEGISLAŢIE. Legislaţie şi problematici juridice actuale. Unul din panelurile de discuţie cele mai aşteptate în mod tradiţional la RPG este cea dedicată problematicilor juridice. Pentru a ne achita cu brio de sarcina de a vă oferi cele mai bune informaţii din aceste domenii vitale în activitatea unui operator de jocuri de noroc suntem în discuţii cu cei mai buni specialişti din domeniu, pe cei mai mulţi dintre ei îi citiţi în paginile revistei noastre. Speakerii de la acest panel vor fi anunţaţi în curând.
• PANEL JOC RESPONSABIL. Ne propunem să discutăm despre serviciul de consiliere psihologică online 24/7, cel mai modern instrument de facilitare a accesului la consilierea psihologică pus la dispoziţia persoanelor cu (potenţiale) probleme legate de practicarea în exces a jocurilor de noroc, ori apropiaţilor acestora, şi care simt nevoia de îndrumare în timp real. Vom afla de la specialiştii Asociaţiei Joc Responsabil cum poate fi accesat Serviciul „Consiliere 24/7” şi cum poate tehnologia să influenţeze în mod pozitiv modul în care psihologii abordează comportamentul compulsiv pe care anumite persoane îl pot manifesta faţă de jocurile de noroc. • PANEL OPERAREA SLOTURILOR. Creşterea eficienţei în Operarea Sloturilor şi a AWP-urilor. Un panel unde niciodată nu vom reuşi să epuizăm toate aspectele de interes. La acest capitol foarte important în viaţa unui operator am pregătit o abordare aşa cum v-am obişnuit, pragmatică şi pe înţelesul tuturor, unde să invităm marii producători de aparate care doresc să participe la o discuţie la obiect referitoare la operarea anumitor branduri de aparate. Obiectivul nostru este să le oferim participanţilor la eveniment informaţii şi date utile şi interesante care pot fi folosite în practică de către operatorii de sloturi şi AWP din România indiferent dacă aceştia deţin un cazino live, o sală de jocuri sau o agenţie de pariuri cu aparate.
