Top representatives of the gambling world, gaming organizers, experts, national regulatory bodies and researchers of the gaming industry, they all gathered on October 20th-21st in Sofia, Bulgaria, at the 7th Edition of the Eastern European Gaming Summit EEGS – the largest international forum of the gambling industry, with focus on Eastern Europe.
The Association of Gaming Organizers – ROMBET – was represented at the event by the Executive Director of the Association, Mr. Dan Iliovici, who made a presentation on the legal framework of the gaming industry in Romania, present and prospects, in the context of the debate on the planned changes in legislation specific to this industry.
Mr. Iliovici gave us the benefit of some of the most important themes discussed within the sections of the Conference.
One of the most consistent and important subjects of the specific legislation concerning online gambling, with an emphasis on the positive experience of the host country, Bulgaria. So, after almost a year of the entry into force of the new legislation concerning online gambling, there are already 12 licensed operators, half of which are Bulgarian companies. As pointed out in the debate, the law is not perfect, there are some unclear issues, mostly related to the technical part and the provisions relating to the advertising for online games, but all of them are perfectible, in the light of the experience gained since the entry into force of the law.
Related to online gambling, an interesting topic was Social & Mobile Gambling, the gambling on mobile devices and social networks. Here was put into question the newness of the area and the difficulties of defining and approaching it, in terms of national regulations.
In the special section of the conference devoted to the harmonization of national legislation with the regulations and recommendations of the EU, Mr. Harrie Temmink, European Commission representative to the EEGS and Deputy Director of the Directorate-General for market and community services took the floor. He put the emphasis on the Commission’s concern to protect consumers from gambling.
Mr. Temmink declared: „We have 5 key targets for which we act. First, and most important direction is to protect clients – primarily the minors and the vulnerable groups and those with problems of dependency. Then, we aim to harmonize the national regulations of each country with the regulations and recommendations of the EU in order to increase cooperation between Member States at the administrative level, to prevent money laundering and fraud, to ensure the integrity of sports activities and to prevent the arrangement of sports activities with direct impact on sports gambling„.
An important theme addressed together in 2014 at the EEGS Conference, a topic which is also on the minds of the authorities in our country within the project to amend gambling legislation, was gambling tourism development. A hotel complex on the Bulgarian Black Sea coast was presented as a case study, in the work of which has been successfully integrated also the activity specific to gambling entertainment casino live poker and slot machine. Hence, by providing this type of tourist services to clients, an important hotel occupancy rate was obtained throughout the entire year and, implicitly, of the income from this activity. Starting from this case, we conclude that openness towards well-regulated gambling tourism can boost the development of tourism in Romania.
Social responsibility and responsible gambling have received a dedicated section in the Conference, where gambling industry representatives from Serbia, Austria and Portugal took the floor. They have shared with those present some of their experience and good practice relating to the protection of persons at risk and those with problems related to gambling.
”Through theme debate, dialogue and interactive works that took place during the works, the Sofia Conference as a success. We found that the themes and issues that trouble many in the gambling industry in our country, can be found, for the most part, in other East European countries as well. Romania can get inspiration from the good practice of other European countries, and we can avoid some costly mistakes regarding the regulation of the industry, „said in the end Mr. Dan Iliovici.
Thank you!Reprezentanți de top ai lumii gamblingului, organizatori de jocuri de noroc, experți, organisme naționale de reglementare și cercetători ai industriei gamingului, s-au reunit în perioada 20-21 octombrie la Sofia, Bulgaria, la cea de-a 7-a ediție a Eastern European Gaming Summit EEGS – cel mai mare forum internațional al industriei de gambling, cu focus pe Europa de Est.
Asociația Organizatorilor de Jocuri de Noroc – ROMBET – a fost reprezentată la eveniment de directorul executiv al asociației, domnul Dan Iliovici, care a făcut o prezentare asupra cadrului legislativ al industriei jocurilor de noroc din România, prezent și perspective, în contextul dezbaterilor privind preconizatele schimbări ale legislației specifice acestei industrii.
Domnul Iliovici a ținut să ne împărtășească în cele ce urmează câteva din cele mai importante teme dezbătute în cadrul secțiunilor Conferinței.
Unul dintre cele mai consistente și importante subiecte a fost cel privind legislația specifică jocurilor de noroc online, cu accent pe experiența pozitivă din țara organizatoare, Bulgaria. Astfel, după aproape un an de la intrarea în vigoare a noii legislații privind gamblingul online, sunt deja licențiați 12 operatori, din care jumătate sunt companii bulgărești. După cum s-a subliniat în cadrul dezbaterilor, legea nu este perfectă, mai sunt unele aspecte neclare, legate în special de partea tehnică și de prevederile referitoare la reclama pentru jocurile online, dar toate acestea sunt perfectibile, prin prisma experienței acumulate de la intrarea în vigoare a legii.
Legat de jocurile de noroc online, un subiect interesant a fost Mobile & Social Gambling, jocurile de noroc de pe dispozitivele mobile și rețelele de socializare. Aici s-a pus in discuție noutatea domeniului și dificultățile definirii și abordării acestora, din punct de vedere al reglementărilor naționale.
În cadrul secțiunii speciale a conferinței dedicate armonizării legislației naționale cu reglementările și recomandările la nivelul UE, a luat cuvântul domnul Harrie Temmink, reprezentantul Comisiei Europene la EEGS, director adjunct al Directoratului General pentru piață si servicii comunitare. El a pus accentul pe preocuparea Comisiei pentru protecția consumatorilor de jocuri de noroc.
Dl. Temmink a declarat: „Avem 5 ținte-cheie pentru care acționăm. Prima, și cea mai importantă direcție este protejarea clienților – minorii, în primul rând, precum și categoriile vulnerabile și cei cu probleme de dependență. Apoi, urmărim armonizarea reglementărilor naționale ale fiecărei țări cu reglementările și recomandările UE, să sporim cooperarea între statele membre la nivel administrativ, să prevenim spălarea banilor și fraudele, să asigurăm integritatea activităților sportive și să împiedicăm aranjarea activităților sportive cu impact direct asupra jocurilor de noroc„.
O importantă tema dezbătută în cadrul Conferinței EEGS 2014, subiect avut în vedere și de autoritățile din țara noastră, în cadrul proiectului de modificare a legislației jocurilor de noroc, a fost dezvoltarea turismului de gambling. Ca studiu de caz, a fost prezentat un complex hotelier de pe litoralul Bulgariei, în activitatea căruia a fost integrată cu succes și activitatea de divertisment specifică jocurilor de noroc de tip cazino live, poker și slot-machine. Astfel, prin acest tip de servicii turistice puse la dispoziția clienților, s-a obținut o creștere seminificativă a gradului de ocupare a hotelului pe parcursul întregului an și, implicit, a veniturilor din această activitate. Plecând de la acest caz, putem concluziona faptul că deschiderea spre turismul de gambling bine reglementat poate impulsiona dezvoltarea turismului și în România.
Responsabilitatea socială și jocul responsabil au beneficiat de o secțiune dedicată în cadrul conferinței, unde au luat cuvântul reprezentanți ai industriei de gambling din Serbia, Austria și Portugalia. Aceștia au împărtășit celor prezenți din experiența și bunele practici privind protecția persoanelor cu risc și a jucătorilor cu probleme legate de jocurile de noroc.
”Prin tematica, dezbaterile și dialogul interactiv din timpul lucrărilor, considerăm Conferința de la Sofia un real succes. Am constatat că temele și problemele care frământă industria de gambling din țara noastră, se regăsesc, în mare parte, și în celelalte țări din estul Europei. România se poate inspira din bunele practici ale celorlalte state europene, și poate să evite unele greșeli costisitoare în ce privește reglementarea industriei”, a precizat în încheiere domnul Dan Iliovici.
