THE ReUNION OF THE GAMBLING PROFESSIONALS 3 – SUCCESS AS TRADITION! ReUNIUNEA PROFESIONIȘTILOR DIN GAMBLING 3 – SUCCESUL CA TRADIȚIE!

The 4^th of December 2014 will go down in the history of the Romanian gambling as an important date because, on this day, all of you who have participated in our events have witnessed a record: 1^st DAY – 2 EVENTS. It was not our intention to set any records, but it simply happened. We undertook a marathon through which businesses and entertainment would intertwine cheerfully over one single day. And we succeeded in our efforts. Now we would like to thank our partners for this: SLOTLOGIC, NOVOMATIC, ADMIRAL, ROMBET and ROMSLOT, to our main media partner, Business Adviser Magazine, to the almost 200 participants of the 2 events and, last but not least, to our organization and production team. Also, special thanks go to Novotel Hotel which, once again, came up to all our expectations.

Having reached its third edition, our first event, The ReUnion of the Gambling Professionals, has already become a tradition. Over 100 participants – from operators across the country, to small, middle and large businesses – attended the presentations and the debates in an area twice as large as the one from the last year. They all found their place in the hall.

STELUȚA ONCICĂ – Director within the National Office for Prevention and Control of Money Laundering

DUMITRU FLORIAN – Director within the National Agency of Tax Administration.

The topics discussed were many and up-to-date. And most of them focused on the actual state of the Romanian gambling industry. Even though that when we thought this year’s event through our intention was to discuss the Future of the Gambling Industry in Romania with topics related strictly to business and without touching upon those regarding the legislation, it seems that the current reality has not allowed us to do so. Thus, the focus of the main dialogues was still on the forthcoming legislative changes based on Pl-x 204/2014 which is to be voted by the Parliament with favorable opinion of the Committee on Budget, Finance and Banking within the Chamber of Deputies.

Unfortunately, as much as we wanted this, no discussion with the market is possible yet, one in which the ONJN would also participate, and that wouldn’t have a component mainly related to the legislative environment in which the operators unfold.

After the opening speech held by Dan Bernovici, Managing Partner of Casino Inside, Mrs. Odeta Nestor – President of the National Office of Gambling (ONJN) – delivered a discourse about the work of the institution that she represents, work to be done by the end of this year. Here is some interesting information that we gathered from the presentation:

ONJN has a total of 168 employees of which 95 work at the headquarters and 73 in the regional structures.

On the subject of this year’s results, The Office reported the following figures at our event:

The sanctions imposed by the establishing agents of ONJN targeted, most frequently:

• the obligation to notify the Office within 5 working days on the transfer of the game machines;
• the minimum number of machines that can operate within a building;
• the marketing and advertising activities for unauthorized activities;
• undeclared machines that entered the Romanian territory;
• the lack of the daily records situation of gambling

In terms of money collected from taxes, ONJN reported the following situation:

–         Receipts from gambling licensing fees (ron)

Slot – machine games: 4.875.000

Casino activities: 2.000.000

Fixed odds bets: 1.600.000

Poker Clubs activities: 1.250.000

TV Networks Bingo: 300.000

Play halls Bingo: 200.000

–         Receipts from gambling authorization fees (ron)

Slot – machine games: 642.928.000

Fixed odds bets: 18.661.317

Casino activities: 6.942.500

Poker Clubs activities: 5.220.000

Play halls Bingo: 540.000

TV Networks Bingo: 500.000

Regarding the results of the control activity of this year, ONJN reported the following numbers:

• Conducted controls – 11.662
• Established offences – 1.873
• The amount – imposed fines – 12.216.607 lei

                         – collected on the spot fines – 3.313.000 lei

• Confiscated estate (value) – 9.923.312 lei
• Established offences – 312
• Amounts of confiscated money – 39.712 lei
• Confiscated and seized slot – machines – 2.769

Mrs. Nestor’s report was well – received and was a very useful moment of an audit for the end of 2014.

Another interesting part of the event that benefited by an exhaustive presentation was that of Mrs. Steluta Oncica – Director within the National Office for Prevention and Control of Money Laundering. She made us a promise that in February of 2015 we would have a detailed article that includes a large amount of information about the institution that she represents.

The next presentation was that of Mr. CLAUDIU SCARLATACHE –  Chief Commissioner of Police, Deputy Director of the Directorate for the Investigation of Fraud. As usual, his delivery was excellent and well – researched.

As to what profile associations concern, there were several points of view that were supported in turn by GABRIELA MANU (President of ROMSLOT), DAN ILIOVICI (Executive Director of ROMBET), CRISTIAN PASCU (President of AOPJNR), DORU GHEORGHIU (Director of Communication of ROMANIAN BOOKMAKERS) and SORIN CONSTANTINESCU (President of AOCR).

The first part of the event ended with our partner’s presentation, StormBet, that was supported by Sergiu Marandiuc.

After the lunch break that had been taken at the restaurant of Novotel Hotel, our event went on with a SERIES OF QUESTIONS, DIALOGUE AND CONCLUSIONS, which meant the communication process between the guests (decision-making factors in regulation and legislation) and auditorium.

People present in the hall asked the guests questions and they answered. Those who were present had an active, participatory involvement, which allowed us to discuss a great deal of problems that the gambling industry in our country faces, and that year after year remain mostly the same: the “black market” and the unfair competition arising from this, the forthcoming legislative changes in the field – with all that comprises this topic: the new level of taxation that is intended to be applied to gambling operators, the clarity and transparency of this process; the limitations of circumstance and of the number of machines applied to street gaming area. We discussed about the possibility that the AWPs become an alternative to the slots dominated street gaming. Furthermore, we addressed the matter of online and the real prospect that this important branch of industry might become legal and the government might make a pretty penny out of licenses, taxes and fees. To all of these matters there were added discussions about the investment decrease within the current gaming venues (investment in equipment, facilities, awards and benefits offered to clients, etc.). Although the authorities have noticed this decrease of investment lately, they have assured us that there are no reasons for the investments not to last.

Additionally, there were also talks about topics related to current, administrative issues, which cause nerve – racking tensions between operators and authorities. Of course, it was satisfying that these matters had been handled because, after all, they concern the routine between operators and ONJN.

We are glad that, this time round, you were present in such large numbers at the event dedicated to our industry, a ceremony that has always proved its utility and efficiency by retaining its success edition after edition. A fact that has also been proved on this 3^rd edition.

After drawing these conclusions, the ReUnion of the Gambling Professionals 3 ended in the round of applause of the audience and all those present at the meeting congratulated the organizers on their achievement.

 4 Decembrie 2014 va rămâne o dată importantă în istoria gamblingului românesc pentru că în această zi toți care ați participat la evenimentele noastre ați asistat la un record: 1 ZI – 2 EVENIMENTE. Nu a fost intenția noastră în a stabili vreun record, ci pur și simplu așa s-a întâmplat. Ne-am asumat un maraton prin care afacerile și distracția să se înlănțuiască într-un mod fericit de-a lungul unei singure zi. Și ne-a reușit. Le mulțumim pentru asta partenerilor noștri: SLOTLOGIC, NOVOMATIC, ADMIRAL, ROMBET și ROMSLOT, partenerului media principal, Revista Business Adviser, celor aproape 200 de participanți de la cele 2 evenimente și nu în ultimul rând echipei noastre de organizare și producție. De asemenea, mulțumiri speciale pentru Hotelul Novotel care s-a ridicat și de această dată la înalțimea așteptărilor noastre.

Primul nostru eveniment, ReUniunea Profesioniștilor din Gambling, a devenit deja o tradiție, fiind la cea de-a treia ediție. Într-un spațiu dublu față de anul trecut au asistat la prezentări și dezbateri peste 100 de participanți de la operatori din toată țara, firme mici, medii sau mai mari și-au găsit locul în sală.

Ne-am bucurat și de o prezență numeroasă și valoroasă în rândul prezidiului, de unde nu au lipsit:

Temele dezbătute au fost multe și toate de actualitate. Și majoritatea au vizat starea de fapt din industria românească de jocuri de noroc. Chiar dacă în momentul în care am gândit evenimentul din acest an intenția noastră era de a discuta despre Viitorul Industriei de Gambling din România prin teme legate strict de afaceri, fără să atingem subiectele legate de legislație. Iată că realitatea actuală nu ne-a permis acest lucru, și în continuare temele centrale de discuție s-au axat pe viitoarele modificări legislative bazate pe Plx 204/2014 care urmează a fi votat de plenul Parlamentului cu aviz favorabil din partea Comisiei pentru Buget, Finanţe şi Bănci din Camera Deputaților.

Din păcate, oricât de mult ne-am dorit noi acest lucru, nu se poate avea încă o discuție cu piața, la care să participe și ONJN, și care să nu aibe o componentă preponderentă legată de mediul legislativ în care își desfășoară activitatea operatorii.

După cuvântul de deschidere susținut de Dan Bernovici, Managing Partner Casino Inside, doamna Odeta Nestor – Președintele Oficiului Național pentru Jocuri de Noroc (ONJN) a susținut o prelegere despre activitatea instituției pe care o reprezintă în anul ce urmează a se încheia în curând. Vă reținem atenția cu câteva informații interesante recepționate din această prezentare:

În ce privește rezultatele obținute în acest an Oficiul a raportat următoarele cifre la evenimentul nostru:

Sancţiunile aplicate de agenţii constatatori din cadrul ONJN au vizat, cel mai frecvent:

• obligaţia de a înştiinţa Oficiul în 5 zile lucrătoare privind mutarea mijloacelor de joc;
• numărul minim de aparate ce pot funcţiona în cadrul unei incinte;
• activități de marketing şi publicitate pentru activități neautorizate;
• nedeclararea aparatelor intrate pe teritoriul României;
• lipsa situației evidenței zilnice a jocurilor de noroc

În ce privește sumele colectate din taxe, ONJN  a raportat situația următoare:

–         Încasări din taxe de licențiere a jocurilor de noroc (ron)

În ce privește rezultatele activității de control din acest an ONJN a raportat următoarele cifre:

• Controale efectuate – 11.662
• Contravenții constatate – 1.873
• Valoarea amenzilor – aplicate – 12.216.607 lei

                                         – încasate pe loc – 3.313.000 lei

• Bunuri confiscate (valoare)-9.923.312 lei
• Infracțiuni constatate – 312
• Sume de bani ridicate – 39.712 lei
• Număr slot-machines confiscate și indisponibilizate – 2.769

Expozeul doamnei Nestor a fost bine primit și a fost un moment de bilanț de sfârșit de an 2014 foarte util.

Un alt moment interesant și care a beneficiat de o prezentare exhaustivă a fost cel al doamnei Steluța Oncică – Director în cadrul Oficiului Național de Prevenire și Combatere a Spălării Banilor. Am primit promisiunea din partea dânsei că în luna februarie a lui 2015 vom avea un articol detaliat ce va cuprinde multe informații despre activitatea instituției pe care o reprezintă.

Următoarea prezentare a fost cea a domnului CLAUDIU SCARLATACHE – Comisar Șef de Poliție, Director Adjunct al Direcției de Investigare a Fraudelor. Ca de obicei prezentarea dânsului a fost excelentă și bine documentată.

În ce privește asociațiile de profil au fost mai multe puncte de vedere care au fost susținute pe rând de GABRIELA MANU (Președinte ROMSLOT), DAN ILIOVICI (Director Executiv ROMBET), CRISTIAN PASCU (Președinte AOPJNR), DORU GHEORGHIU (Director de Comunicare ROMANIAN BOOKMAKERS) și SORIN CONSTANTINESCU (Președinte AOCR).

Prima parte a evenimentului s-a încheiat cu prezentarea partenerului nostru, StormBet, susținută de Sergiu Marandiuc.

După pauza de prânz, luată în cadrul restaurantului hotelului Novotel, evenimentul nostru a continuat cu SESIUNEA DE ÎNTREBĂRI. DIALOG și CONCLUZII care a însemnat comunicarea dintre invitați (factori de decizie în reglementare și legislație) și auditoriu.

Persoanele prezente în sală au adresat întrebări invitaților, iar aceștia le-au răspuns.

Cei prezenți au avut o implicare activă, participativă, ceea ce ne-a permis să discutăm o multitudine din problemele cu care se confruntă “jocurile de noroc” în țara noastră, și care an de an au cam rămas aceleași: “piața neagră” și concurența neloială ce derivă din aceasta, viitoarele modificări legislative din domeniu – cu tot ce cuprinde acest subiect (noul nivel de taxare ce se intenționează a fi aplicat operatorilor de jocuri de noroc, claritatea și transparența acestui proces; limitările de cadru și de numărul de aparate aplicat zonei de street gaming. Am discutat despre posibilitatea ca AWP-urile să devină o soluție de înlocuire a street gamingului dominat de sloturi. De asemenea, am abordat problema onlineului și perspectiva reală ca această ramură importantă a industriei să intre în legalitate și de pe urma căreia statul să încaseze bani frumoși din licențe, taxe și impozite. La toate acestea s-au adăugat discuțiile legate de scăderile investiționale în cadrul locațiilor actuale de joc (investiții în echipamente, în amenajări, în premii și beneficii acordate jucătorilor, etc.) lucru observat în ultima vreme și de autorități și care ne-au asigurat că nu există motive pentru care aceste investiții să nu continue.

În plus, s-au discutat și subiecte legate de probleme actuale, administrative, care macină nervii operatorilor în relația lor cu autoritățile. Lucruri care este bine că s-au discutat pentru că până la urmă privesc rutina dintre operatori și ONJN.

Ne bucurăm că ați fost prezenți și de această dată în număr mare la evenimentul dedicat industriei noastre, manifestare care și-a dovedit mereu utilitatea și eficiența prin succesul dobândit ediție de ediție. Lucru dovedit și de această dată, la ediția a 3-a.

După formularea acestor concluzii, ReUniunea Profesioniștilor din Gambling 3 s-a încheiat în ropotele de aplauze ale asistenței, și toți cei prezenți la întâlnire i-au felicitat pe organizatori pentru realizarea ei.
