The polish gambling has a difficult period and in this article we are trying to figure out the situation, in real timing, with good and bad things now developing on the gambling market in Poland.

It is difficult to establish how many gaming machines are in Poland right now… the companies are withdrawing the slot machines from our market because after the introduction of new tax (2000 PLN per month/per slot machine) and a lot of them are not profitable any more.

It is estimated that after introducing the new legislation the number of the slot machines decreased at least by half to about 25.000 pcs. It is hard to estimate the number of the slot machines right now because of the numerous seizures performed by inspection bodies. They undermine the registration papers of Ministry of finance and testing units.

In Poland Novomatic had an important part of the market but Polish producers represent quite a big competition for slot machines

We can say that in Poland there is not a single leader of the market.

There are three leading slot operators in the country

The minimum number of slot machines per location is one and the maximum is 3. In Romanian is different, from where 3 is minimum to a maximum of five

Regarding the gambling, in Poland there are two important centers on the map of Polish gaming. For sure one is a Warsaw and within Gorny Slask region, the biggest city,  Katowice.

The Polish market has developed fast and it favored the development of many slot machine manufactures. In Poland there are more domestic manufacturers than foreign. Apart of the Novomatic, other foreign companies were only marginal on the market.

Regarding the producers, it is difficult to determine a single leader of existing producers, just like the operating companies

Because of the hardware variation, it’s hard to give an average price. The biggest companies  continuously upgrade the hardware and the replacement of the slot machines from reputable manufactures which undoubtedly provided higher incomes and allowed to reduce the failures.

In Poland these taxes have been always very high, therefore we cannot say  any numbers, the gambling operators always have a situation to take care of, valid licenses obtained under the old law expire slowly and imposed new taxes put a question mark over the viability of further activities.

For casinos they are now developing new legislation and they started to have problems to obtain positive opinions for localizations from local community what is required to obtain a license for activity.

The market has been touched by economical crisis like everywhere but much more we felt the introduction of new legislations and rising of taxes.

Currently law regulations in Poland are unfavorable to developing the sector, plainly the opposite – leading it to the end. Restrictions introduced by our country favor to growth of black market, making Poland the most restrictive country of EU countries. Este dificil de spus câte aparate de joc există în Polonia în acest moment, întrucât în această perioadă companiile retrag de pe piață aparatele de joc, după introducerea noii taxe (2000 de zloti polonezi pe lună pentru fiecare aparat de joc) multe dintre ele nu mai sunt profitabile.

Se estimează că după introducerea noii legislații, cantitatea de aparate de joc, a scăzut mai mult de jumătate, ajungând la un număr de 25.000 de bucăți. Este greu de spus numărul exact al aparatelor de joc de pe piața poloneză din princina numeroaselor sesizări ale corpurilor de control. Ei trimit toate aceste rapoarte către Ministerul de Finanțe și către organele de testare.

În Polonia, Novomatic deține o mare parte a segmentului de piață, dar producătorii polonezi de aparate de joc reprezintă un competitor destul de important.

În acest moment este greu de estimat numărul operatorilor de pe piața poloneză de gambling, din pricina licențelor expirate. În Polonia nu există momentan un singur lider al pieței.

Există trei operatori lideri de piață pe segmentul aparatelor de joc.

Referitor la numărul de aparate existente într-o sală de joc, numărul minim este o mașină, iar numărul maxim este de 3 aparate, pe când în România vorbim de un minim de 3 și un maxim de 5.

Din punct de vedere al jocurilor de noroc, există două orașe importante pe harta gamblingului polonez. Desigur, capitala Varșovia este unul dintre aceste două puncte importante, iar regiunea Gorny Slask are un oraș important, Katowice.

Piața poloneză s-a dezvoltat destul de rapid, așa că a fost favorizată creșterea numărului de manufacturi. Producătorii locali sunt mult mai prezenți față de cei străini, desigur. În afară de Novomatic, celelalte companii străine au un procent destul de mic pe piață.

În ce privește producătorii, nici aici nu se poate stabili cu exactitate un lider. Este aceeași situație ca și în cazul companiilor de opeare.

Din pricina varietății tehnice a aparatelor este dificil de stabilit un preț mediu. Cele mai importante companii de pe piață îmbunătățesc tot timpul aparatura și înlocuiesc produsele mai vechi, ceea ce duce desigur la creșterea vânzărilor și la stabilizarea acestor companii în piață.

În Polonia taxele încasate din activitățile de jocuri de noroc au fost întotdeauna foarte mari, iar operatorii de slot machines au destul de multe probleme, având în vedere că noua legislație reduce locul în piață, licențele validate sub vechea legislație expiră foarte ușor, noi taxe se impun și activitățile viitoare sunt tot timpul puse sub semnul întrebării.

În orice caz, cazinourile au probleme în a găsi noi locații din partea comunității locale.

Piața a fost atinsă de criza economică, cum s-a întâmplat în multe alte domenii, dar cel mai greu a fost introducerea noii legislații și implicit creșterea taxelor.

În acest moment, în Polonia legislația este defavorabilă acestui sector, chiar putem spune că o duce către pieire. Noile reglementări încurajează dezvoltarea pieței negre și transformă Polonia într-una dintre cele mai restrictive state ale Comunității Europene. Firmele de aici speră că organele responsabile vor lua decizii cel puțin de bun simț în ceea ce privește legislația pe termen lung și se va ajunge la o normalizare a pieței de afaceri din Polonia.
