Having been a part of the Romanian gambling industry since 2004, Liviu Popovici knows the Romanian gambling sector like the palm of his hand. He currently runs the Romanian Bookmakers and the Responsible Game Association and strongly believes that the industry can evolve in a sustainable manner only through responsibility. We talked to the Romanian Patronage of Betting Organizers with regards to the legislative challenges to which gambling operators are subjected, as well as the manner in which the public perception of gambling can be improved, and about getting involved in issues regarding responsibility.
Mister Popovici, you have been in the Romanian gambling industry for almost 15 years. How would you describe it at the present time?
I’d go for two terms here: a state of matureness and becoming professional. The competition is more and more fierce and those who will succeed are those who are able to adapt, to evolve, to be innovative, but also to get socially involved, paying attention to both their employees and their clients, and to the communities in which they carry out their activities.
Recently, the industry has been faced with a series of initiatives meant to limit the activity of the operators. How were these initiatives received by the industry?
It is clear that they are a threat. The fact that this kind of initiatives appear indicates that the manner in which the industry is perceived is not the manner in which we wish for it to be perceived. And this means that we must put in more effort as to improve the industry’s image. We must admit the fact that the manner in which both the decisional factors an the public opinion, in general, perceive us, depends on how we, the industry, respect legislation and the principles of responsible game. We must underline another aspect: many of these initiatives are the emanation of people who do not know the field sufficiently, who have not had a prior dialog with the representatives of the industry and, in certain cases, even the legislation that governs them.
Which do you believe is the most adequate reaction, on behalf of the industry, in the face of these challenges?
It is certain that it has a positive effect with the draft law initiators. The collaboration between the law-maker and the industry’s representatives can lead to initiatives for the modernization of the legislation framework, to increasing the level of protection of players, especially vulnerable persons, and finally, to improving perception with regards to this industry. An industry with an input that is more and more significant to Romania’s economic activity.
What was the real impact of these initiatives upon the market and society?
The predisposition towards the game is almost constant and it considerably depends on the culture of the country to which we are referring, to the degree of education, civilization and even the standard of living. I also add here the existence of certain alternative means of passing free time, as this also has a direct impact on the game predisposition. Imposing certain artificial restrictions on gambling shall, undoubtedly, lead to the decrease of the level of compliance among gambling organizers and to the rebirth of the gambling black market, with an impact on the increase of the organized crime rate and with the generation of all social issues which arise from this. The industry has over 45.000 employees at the present time, its contribution to the state budget is of over EUR 560 million and EUR 2.5 billion to the GDP, therefore, the negative effects generated by a consistent contraction shall definitely be greater than the benefits desired through such initiatives.

“Operators want legislative and financial stability”
How is the current legislation seen from the point of view of gambling operators?
We have a perfectible legislation, but it is one of the best legislations in Europe at the present time. And as I was saying earlier, the dialog with the authorities, especially with the authority that governs us – ONJN – shall determine its modernization.
In your opinion, what does the gambling industry lack? And what are the solutions to resolving this?
We could say the industry lacks cohesion. And even altruism. The capacity of those in the industry of seeing the greater, common good, in general, so that the level of stability or of sustainability of this industry may increase. If we were to realize a survey in the industry with regards to what the gambling organizers want from the authorities, the predominant answers would certainly refer to the legislative and fiscal stability. It is a vicious circle; legislative and fiscal instability attracts short-term thinking, the lack of sustainable development projects and implicitly, the decrease of or the reduced level of social implication on behalf of organizers. The Romanian Bookmakers, together with the other associates in the industry act for the conversion of this vicious circle into a benefits circle, respectively to increase the degree of social implication and compliance, thus obtaining an improved perception of the field. And a positive perception attracts the long desired fiscal and legislative stability.
What are the expectations of the Romanian Bookmakers for the following period?
We are going through a period of time which we can call an “electoral” period. With European Parliament elections, presidential elections, local elections and others. It is a period of time during which draft normative acts that can affect the field can appear with greater frequency. That is why the Romanian Bookmakers has as objective, for the following period, both intensifying the dialog with initiators and getting involved in projects that can improve the general perception of the field.
Because you have mentioned the industry’s image in the case of the public space, do you believe that this is the real and deserved image?
I know that perhaps some people don’t like it, but we greatly deserve the perception people have with regards to gambling, at the present time. Why? Because we do not make sufficient effort as to show them what we actually do. That is to demonstrate the level of involvement in supporting the sport, in emphasizing the development programs destined for the industry’s employees, to show the responsibility projects destined for the players and the local community. And I’d even go as far as saying that we still have some way to go in increasing the level of involvement of all those on the market, with regards to the aforementioned directions.

You are also the president of the Responsible Game Association. How is it evolving?
The Responsible Game Association is undoubtedly the expression of the gambling industry maturing. During its short existence, the Association has developed a series of projects and programs, with the aid of its founding members – Romanian Bookmaker, Romslot and Rombet – and of certain organizers which have understood the need of the industry’s social involvement. We are going in parallel with learning, as there hasn’t been a responsible game culture, as well as with the development and materialization of the projects we have initiated. And we are not far from the moment in which the positive impact of the implementation of the Association’s development strategy shall become truly visible.
Many were the times when exaggerated figures regarding those who suffer from gambling issues were spread around. How do you comment on that?
There is a great distance between the existence of certain issues and the pathological, compulsive gambling, referring here to players with gambling addictions, and the assessment of the real situation can only be performed with specialists who understand this specific problem and with market studies. The only research in this respect is that referring to the year 2016. As the market had considerably changed at that time, the Responsible Game Association intends to carry out a similar study , as to understand the challenges we are facing. Until then, however, only the official figures of the previous study can be released to the public, respectively the 0.6% percentage of Romania’s of-age population which has exceeded the recreational game limits.
We have talked about the responsible game principle and about the fact that this represents an essential factor in the evolution of the operators’ businesses. Do you believe that the operators take this principle seriously?
We come back to what I was talking about in the beginning, about maturing. There is a direct relationship between the professionalization level of those who run the businesses in the field and the level of involvement in supporting the Responsible Game programs. It is certain that the success of the social responsibility programs greatly depends on the support received from the authority which governs us, that is from the ONJN. The good dialog had with this institution along time has lead to the inclusion of the responsible game principles, both in the specific legislation and in the recommendations made to organizers on the market.
What we have to understand is that a program or an association cannot cover the entire gambling problem. Each of us must get involved in identifying the most adequate solutions for these. Everyone’s involvement may lead to good results with regards to maintaining gambling among recreational activities. More and more gambling organizers become aware of the fact that the existence of certain issues which were generated by gambling among their own players, represents only the fact that the relation with the authorities has become acute, an alteration of the perception had with regards to gambling and an increase in the degree of complexity of the operational problems what organizers must face.
How will the gambling industry’s future be?
The industry’s future depends on us, the ones in the industry, especially the associations which represent their interests. There is a direct link between the degree of achieving the objectives we propose for ourselves and the manner in which the industry shall develop. I have also said that a responsible industry is a sustainable one. This is valid for any economic activity. After more than 15 years in this industry, I can wholeheartedly say that we have taken a positive road, with a visible market evolution, toward registering it among the modern and mature markets, not only in Europe, but also in the world.Din 2004 în industria de jocuri de noroc din România, Liviu Popovici cunoaşte în amănunt sectorul de gambling românesc. Am discutat cu preşedintele Patronatului Organizatorilor de Pariuri din România despre provocările legislative la care sunt supuşi operatorii de jocuri de noroc precum şi despre modul de îmbunătățire a percepției publice față de jocurile de noroc şi de implicare în problematici ce țin de responsabilitate.
Domnule Popovici, sunteți de aproape 15 ani în sectorul de gambling din România? Cum l-ați caracteriza în acest moment?
Aș miza aici pe doi termeni: maturizare și profesionalizare. Competiția este din ce în ce mai acerbã, iar cei care vor reuși sunt cei care au capacitatea sã se adapteze, sã se dezvolte, sã fie inovativi, dar și sã se implice social, acordând atenție atât angajaților și clienților proprii, cât și comunitãților în care își desfãșoarã activitatea.
În ultima perioadã, industria se confruntã cu o serie de inițiative menite sã limiteze activitatea operatorilor. Cum au fost primite de cãtre industrie?
Este limpede cã acestea reprezintã o amenințare. Faptul cã apar denotã cã percepția despre industrie nu este cea pe care ne-o dorim. Iar acest lucru înseamnã cã trebuie sã depunem mai mult efort pentru îmbunãtãțirea imaginii industriei. Trebuie sã admitem cu toții cã de felul în care noi, industria, respectãm legislația și principiile de joc responsabil depinde modul în care ne percep atât factorii decizionali – legislativi, executivi, autoritãți locale – , cât și opinia publicã, în general. Ar mai fi un aspect de subliniat: multe dintre aceste inițiative sunt emanația unor oameni care nu cunosc suficient domeniul, nu au avut un dialog prealabil cu reprezentanții industriei și, în unele cazuri, chiar și legislația care îl guverneazã.
Care credeți cã este cea mai potrivitã reacție din partea industriei în fața acestor provocãri?
În mod cert dialogul cu inițiatorii proiectelor de lege are un efect pozitiv. Conlucrarea între legiuitor și reprezentanții industriei poate conduce spre inițiative de modernizare a cadrului legislativ, de creștere a nivelului de protecție a jucãtorilor, în special a persoanelor vulnerabile și, în final, de îmbunãtãțire a percepției acestei industrii. O industrie cu un aport din ce în ce mai însemnat în activitatea economicã a României.
Ce impact real au aceste inițiative asupra pieței și a societãții?
Predispoziția cãtre joc este aproape constantã și ține foarte mult de cultura țãrii la care ne referim, de gradul de educație, de civilizație și chiar și de nivelul de trai. Adaug aici și de existența unor mijloace alternative de petrecere a timpului liber pentru cã și aceasta are impact direct asupra predispoziției de joc. Impunerea unor restricții artificiale jocurilor de noroc va duce, în mod sigur, la scãderea gradului de conformare a organizatorilor de jocuri de noroc și la reapariția pieței negre de jocuri, cu impact pe creșterea criminalitãții organizate și cu generarea tuturor problemelor sociale care decurg de aici. Industria angajeazã peste 45.000 de oameni în acest moment, contribuie la bugetul de stat cu peste 560 milioane de euro și cu 2,5 miliarde de euro la PIB, astfel cã efectele negative generate de o contracție consistentã vor fi cu siguranțã mai mari decât beneficiile dorite prin astfel de inițiative.

Cum se vede actuala legislație privind din perspectiva operatorilor de jocuri de noroc?
Avem o legislație perfectibilã, dar este una dintre cele mai bune legislații din Europa, în acest moment. și cum spuneam și mai devreme, dialogul cu autoritãțile, în special cu autoritatea care ne guverneazã – ONJN – va determina modernizarea ei.
În opinia dumneavoastrã, ce lipsuri are industria de gambling? și ce soluții existã pentru rezolvarea lor?
O lipsã ar putea fi coeziunea. și chiar altruismul. Capacitatea celor din industrie de a vedea binele comun, mai mare în general, astfel încât nivelul de stabilitate sau de sustenabilitate a acestei industrii sã creascã. Dacã am face un sondaj în rândul industriei cu privire la ce își doresc organizatorii de jocuri din partea autoritãților, în mod cert rãspunsurile predominante ar fi legate de stabilitatea legislativã și fiscalã. Este un cerc vicios, instabilitatea legislativã și fiscalã atrage gândirea pe termen scurt, lipsa proiectelor de dezvoltare sustenabilã și, implicit, scãderea sau un nivel redus de implicare socialã a organizatorilor. Romanian Bookmakers împreunã cu celelalte asociații din industrie acționeazã pentru conversia acestui cerc vicios într-unul de beneficii, respectiv pentru creșterea gradului de implicare socialã și de conformare obținând astfel îmbunãtãțirea percepției despre domeniu. Iar o percepție pozitivã atrage dupã sine mult dorita stabilitate legislativã și fiscalã.
Ce așteptãri are Romanian Bookmakers pentru perioada care urmeazã?
Trecem printr-o perioadã pe care o putem denumi „electoralã”. Cu alegeri europarlamentare, prezidențiale, locale, ș.a.m.d. Este o perioadã în care pot sã aparã cu o mai mare frecvențã proiectele de acte normative care sã aducã atingere domeniului. De aceea, Romanian Bookmakers are drept obiectiv pentru perioada urmãtoare atât intensificarea dialogului cu inițiatorii cât și implicarea în proiecte care sã îmbunãtãțeascã percepția generalã în legãturã cu acest domeniu.
Fiindcã ați adus în discuție imaginea în spațiul public a industriei, considerați cã este aceasta cea realã și meritatã?
știu cã poate unora nu le va plãcea, dar în mare parte ne meritãm percepția pe care jocurile de noroc o au în acest moment. De ce? Pentru cã nu depunem suficient de mult efort astfel încât sã arãtãm concret ceea ce facem. Adicã sã demonstrãm nivelul de implicare în susținerea sportului, sã scoatem în evidențã programele dezvoltate pentru angajații din industrie, sã arãtãm proiectele de responsabilitate fațã de jucãtori și fațã de comunitãțile locale. și aș merge chiar înspre a afirma cã încã mai avem de crescut nivelul de implicare a tuturor celor din piațã pe direcțiile enunțate anterior.

Sunteți și președintele Asociației Joc Responsabil. Cum evolueazã aceasta?
Asociația Joc Responsabil este fãrã îndoialã expresia maturizãrii industriei jocurilor de noroc. În scurta ei existențã, Asociația a dezvoltat, cu susținerea membrilor fondatori – Romanian Bookmakers, Romslot și Rombet – și a unor organizatori care au înțeles necesitatea implicãrii sociale a industriei, o serie de proiecte și de programe. Mergem în paralel atât cu învãțatul, întrucât nu a existat în România o culturã a jocului responsabil, cât și cu dezvoltarea și materializarea proiectelor pe care
le-am inițiat. și nu suntem departe de momentul în care impactul pozitiv al implementãrii strategiei de dezvoltare a Asociației va deveni cu adevãrat vizibil.
S-au vehiculat, nu de puține ori, cifre exagerate despre cei cu probleme de jocuri de noroc. Cum le comentați?
De la existența unor probleme pânã la jocul patologic, compulsiv, înțelegând prin aceasta inclusiv jucãtori dependenți, este un drum destul de lung de parcurs, iar evaluarea situației reale se poate face doar cu specialiști care înțeleg aceastã problematicã specificã și cu studii de piațã. Singura cercetare derulatã în acest sens este cea care se referã la anul 2016. Cum piața s-a schimbat considerabil de la acel moment, Asociația Joc Responsabil intenționeazã sã deruleze un studiu similar pentru a înțelege provocãrile cãrora trebuie sã le facem fațã. Însã pânã atunci, în spațiul public nu se pot avansa decât cifrele oficiale ale studiului anterior, respectiv procentajul de 0,6% din populația majorã a României care a depãșit limitele jocului recreativ.
Am vorbit despre principiul de joc responsabil și despre faptul cã acesta reprezintã un factor esențial în evoluția business-ului operatorilor. Considerați cã operatorii iau cu adevãrat acest principiu în serios?
Ne întoarcem la ce spuneam la început, la maturizare. Existã o relație directã între nivelul de profesionalizare a celor ce conduc business-urile din domeniu și cel de implicare în susținerea programelor de tip Joc Responsabil. Cu siguranțã succesul programelor de responsabilitate socialã ține foarte mult și de suportul primit de la autoritatea care ne guverneazã, respectiv de la ONJN. Dialogul bun purtat cu aceastã entitate de-a lungul timpului a condus la includerea principiilor de joc responsabil atât în legislația specificã cât și în recomandãrile cãtre organizatorii din piațã.
Ce trebuie înțeles este cã un program sau o asociație nu pot acoperi întreaga problematicã a jocurilor de noroc. Fiecare dintre noi trebuie sã se implice astfel încât sã identificãm soluțiile cele mai potrivite pentru aceasta. Implicarea tuturor poate duce la rezultate bune pe partea menținerii jocurilor de noroc în rândul activitãților recreative. Din ce în ce mai mulți organizatori de jocuri de noroc conștientizeazã faptul cã existența în rândul jucãtorilor proprii a unor probleme generate de jocurile de noroc reprezintã doar o acutizare a relației cu autoritãțile, o alterare a percepției despre jocurile de noroc și o creștere a gradului de complexitate a problemelor operaționale cãrora organizatorii trebuie sã le facã fațã.
Cum se vede viitorul industriei jocurilor de noroc?
Viitorul industriei depinde de noi, cei din industrie, în special de asociațiile care reprezintã interesele acestora. Existã o relație directã între gradul de atingere a obiectivelor pe care ni le propunem și modul în care se va dezvolta industria. Am mai afirmat-o, o industrie responsabilã este o industrie sustenabilã. E valabil în orice activitate economicã. Dupã mai bine de 15 ani în aceastã industrie, pot afirma fãrã nicio reținere cã am intrat pe un drum pozitiv, cu o evoluție vizibilã a pieței cãtre înscrierea ei în rândul celei mai moderne și mature piețe, nu numai din Europa, ci și din întreaga lume.
