The Romanian Gambling Industry

As we got accustomed in the last past years, the month of December will bring us together again to discuss the latest news in the field of gambling.

On Thursday, December 3rd, we all will meet to have a complete picture of what happened in 2015 but also to see the future of our industry, with regard to the recent enacting of “The DECISION to approve the methodology of implementing the Emergency Ordinance nr. 77/2009 on the organization and operation of gambling and the amendment of some normative acts”, which will close the vicious cycle of legislative vacuum that has been “haunting” the gaming market for several years.

The 4th ReUNION of GAMBLING PROFESSIONALS aims to find out the point of view of both sides (legislators and market actors) regarding the implementation of the latest legislative changes occurred in our domain, as follows: “Law No. 124 of 2015, May 29th, approving the Government Emergency Ordinance No. 92/2014 regarding the regulation of some fiscal-budgetary measures and the modification of certain normative acts” and ” The Emergency Ordinance nr. 92 of 2014, 29th of December, to regularize tax-budgetary measures and amend certain normative acts”, but also the way in which the NORMES will find their practical application in the process of operation, and not only – the above mentioned legislative acts have an effect on the manufacturers and importers of game equipment, the software and hardware suppliers and the suppliers of components and spare parts or the manufacturers of jackpots, etc.

Your feedback from the 4th ReUnion of Gambling Professionals will be important because in this way we will find out what more adjustments/improvements can be made in regard to the general legal framework.

In addition to a framework open for analysis and a review of our gaming industry, by the end of 2015, Casino Inside magazine aims to provide the right time and the place so that all those present there to do business.

You all know that our primary priority is to be the number 1 business platform of the industry. We, Casino Inside, together with all our resources, are for almost 6 years now, the place where your businesses have thrived through our products: print, online and events.

Our meeting will be that occasion, which has already become a tradition, when the National Gambling Office (ONJN) will make its annual activity balance.

The idea of structure proposed for this edition is to divide discussions on the two areas of the market: offline and online.

The Online has been legalized and became an important source of income to the State budget and can have a fulminant development over the coming years. We invite the operators in this field and their legal representatives to participate to the various debates on topics of current interest with the State authorities.

As for the Offline, it is likely that the debates will focus on the operating problems faced by companies, the fight with the black market (still unclaimed by the authorities), the role of the AWPs in the industry, as part of the small budget fun, which must be provided by the market to the recreational players, but also the manner in which operating companies should be subject to control by authorities using the CMS software. Obviously, the legislative “peace of mind” and the ability to provide predictability to a business plan in the field of gambling will certainly be an important topic on the day’s agenda.

A topic common to both areas is the one related to Responsible Gaming. If in the case of the offline operators area, whether we are referring to live casinos, game halls or betting agents, were seen concrete efforts made for the implementation of a responsible gaming framework for players, in the case of the online websites we have an entirely different story. It is very difficult to control the age of the players and their true identity, making it much harder for the authorities to deal with a possible pathological game phenomenon in the online area. It remains to be seen at our event how ONJN together with online operators would be able to identify appropriate solutions to ensure a responsible framework for the players on the online game platforms.

The gaming industry from Romania offers two major benefits to the community: money from fees and taxes and jobs. Instead, the Image of gaming is still poor, blocked by prejudice. What needs to be done to change this, remains to be debated at our reunion from December the 3rd.

THE ReUNION of GAMBLING PROFESSIONALS has always proven its usefulness and effectiveness through the success gained year after year, therefore, we believe that it is important for you to be present at the event dedicated to our industry, this time as well.

The professionals of the Romanian gambling industry are expected to express their opinions, ideas or complaints, but, at the same time, they are invited to bring their contribution to the development of a concise framework of proactive action, whereby all those involved in our field to participate effectively in finding the best solutions so that our gambling industry to develop harmoniously.
