Even from the beginning we have welcomed the establishment of the Slot Organizers’Association – Romslot and the new energy  it brought  through the projects initiated in the Romanian gambling market, whether we are talking here of its role of credible dialogue partner in the relationship with the authorities or the promotion of the Responsible Gaming. Due to the beginning of a new year, I invited Mr. Dan Iliovici, Executive Director of Romslot, to grant us an interview making a short statement of the achievements of the Association so far, as well as a review of the objectives and actions plan for 2013.

How would you describe your time so far in the gambling industry in Romania? Was it as expected?

After so long in the Romslot management I can sincerely say that the world of gambling fascinates and surprises me the same it did on the first day. Certainly the experiences of this period have fulfilled and even exceeded my expectations.

I have discovered a fascinating and diverse world, with many ramifications and areas that need to be managed, from the diversity of the members we represent, to the attention toward gamblers and the importance of networking with the European authorities and associations.

This period of time spent at Romslot can be characterized by two words: challenge and adrenaline, the same coordinates that bring gamblers in the gaming rooms of our members also.

Please tell us which is the mission of the Slot Organizers’Association – Romslot in regard to the gaming industry in our country?

Romslot Association was created to represent the interests of its members, operators of slot machine gambling in Romania, regardless of their size or the type of the room in which they install their equipment.

We promote the ethical conduct of our members and a special care for our players, pointing out that the slots are a means of entertainment, fun and relaxation. We promote a legal and transparent business and a unified communication with the authorities, in order to be able to solve the problems we are facing with.

What is the balance sheet of Romslot at the end of the year 2012? Have you reached your goals?

In 2012 we have worked on three main fronts, with specific objectives in regard to the industry, the authorities and the players.

During 2012 Romslot had a solid and constant development, so that the number of members and volume of activity have both increased.

We believe that we have become a credible dialogue partner in the relationship with the authorities, developing and supporting a number of position papers and legislative amendments.

However, the most important aspect for us was the success of the program Responsible Gaming within the association and even further, so Romslot was also concluding protocols of collaboration with other concerned operators which, take care of the players first, as we do.

In addition to the reaching the proposed objectives, we have received international recognition for our efforts, and we will be the hosts of the next General Meeting of Euromat – the European Gaming and Amusement Federation.

What were the main problems you have faced since you became the Executive Director of Romslot?

I would rather use the term „challenges” instead „problems” in order to avoid the negative connotation of the word. The main challenge that we have faced and we continue to face is the negative perception and unfavorable public image of gambling in society as well as among the authorities.

Romslot worked a lot in the last two years to change this perception among the authorities, one of the main goals of our Association being to ensure a stable and equitable legislative framework. To achieve this goal we must ensure a correct perception of the industry we represent – a solid industry, with significant investment in the economy, which at the same time ensures more than 30,000 jobs.

Every small step forward counts. For example, it was a real success for us when Romslot presented within the work session of the Budget Commission of the Chamber of Deputies, the documentary film you can find on our website, on the impossibility of applying the 25% tax and the difficulties posed by the imposition of entry ticket to the slots.

In 2013 we will redouble our efforts in regard to authorities and at the same time we will expand our focus on the society itself also.

Is “Responsible Gaming” an essential component of the action program of Romslot? What level of awareness among players do you think „Responsible Gambling” got and what steps has your Association made fighting against the gambling addiction?

Indeed, Romslot focuses on the promotion of slot machine gambling as a form of entertainment and fun, where the care for players comes first.

Romslot took over the Responsible Gaming program in the beginning of 2012 and expanded it from a few dozen to over 1,100 gaming rooms of our members. We support the Cabinet of Psychotherapy and HelpLine to which players can call 24 hours a day. We have a dedicated website www.joacaresponsabil.ro, where all those interested can find useful information about this project.

Romanian Austrian Casino has already joined our project in sign of recognition to the responsibility showed by Romslot with this project, and discussions of possible collaboration in this field with other associations have advanced.

The level of awareness among gamblers grew and also among operators, who understood the need of a higher level of responsibility in our business.

Please describe us the relationship between Romslot and the decision makers in gambling at the level of Romanian Government. 

I particulary appreciate the open and direct manner of the communication carried out with the representatives of the Government, of the Endorsement Commission, with Parliament’s representatives – deputies, senators and the members of the Speciality Commissions.

Following Romslot efforts, we succeeded to promote modifications of the law useful to the entire slot industry, we prevented the entry of new obligations for gambling operators and, with the support of several parliamentarians who understood the problems faced by our industry, we succeeded to bring forward a series of amendments that in the near future will improve the legal environment for slots.

What activities have you planned for 2013? Please detail.

In 2013 we will continue and intensify the efforts to obtain a stable and fair legal environment for all slot machine gambling.

We will continue implementing our Responsible Gaming program, and we invite you to watch closely its development. We want to better understand our gamblers and to find the best methods to support and protect them.

We will improve the relationships with our European homologues, thus in May 2013 we will organize in partnership with AOPJNR the General Meeting of Euromat – GME 2013. We are honored by Euromat’s decision to organize this meeting in premiere in Bucharest.

We will actively participate to the most important exhibits and conferences from Romania and abroad, where we will learn from the experience of our homologues and in the same time share our achievements and stay informed with the latest trends and news from the gambling industry.

Do you believe that the gaming market of our country is heading in a good direction?

We are convinced that through the joint efforts of all those involved in the gaming industry, authorities, the gambling organizers and even the media, we will be able to have a coherent, fair and applicable law to an open, competitive environment beneficial to our players. Fiind începutul unui nou an, l-am invitat pe domnul Dan Iliovici, Director Executiv Romslot, să ne acorde un interviu în care să facă un scurt bilanţ a realizărilor de până acum a Asociaţiei, dar și o trecere în revistă a obiectivelor și planului de acţiuni pe 2013.

Cum aţi descrie perioada petrecută de dumneavoastră până acum în industria de gambling din România? A fost pe măsura așteptărilor dumneavoastră?

După atâta timp la conducerea Romslot pot spune cu mâna pe inimă că în continuare lumea gambling-ului mă fascinează și mă surprinde ca în prima zi. Cu siguranţă experienţele avute în acest timp mi-au împlinit și chiar depășit așteptările.

Am descoperit o lume fascinantă și diversă, cu multe ramificaţii și domenii care trebuie gestionate, de la diversitatea membrilor pe care îi reprezentăm, la atenţia faţă de jucători și importanţa relaţionării cu autorităţile și asociaţiile europene similare.

Perioada petrecută la Romslot se poate caracteriza prin două cuvinte: provocare și adrenalină, aceleași coordonate pentru care și jucătorii revin în sălile de jocuri ale membrilor noștri.

Vă rog să ne spuneţi care este misiunea Asociaţiei Organizatorilor de Sloturi – Romslot în cadrul industriei de jocuri de noroc din ţara noastră?

Asociaţia Romslot a fost creată pentru a reprezenta interesele membrilor săi, operatori de jocuri de noroc de tip slot machine din România, indiferent de mărimea lor sau de tipul de sală în care își instalează aparatele.

Promovăm o conduită etică a membrilor noștri și o grijă deosebită faţă de jucătorii noștri, subliniind faptul că industria de sloturi reprezintă un mijloc de divertisment, distracţie și relaxare. Promovăm un business legal și transparent și o comunicare unitară cu autorităţile, pentru a putea rezolva problemele cu care ne confruntăm.

Care este bilanţul Romslot la finalul anului 2012? V-aţi atins obiectivele propuse?

Am lucrat în 2012 pe trei direcţii principale, cu obiective specifice vizavi de industrie, autorităţi și jucători. Pe parcursul anului 2012 Romslot a avut o dezvoltare solidă și constantă, atât ca număr de membri, cât şi ca volum de activitate.

Considerăm că am devenit un partener de dialog credibil în relaţia cu autorităţile, elaborând și susţinând numeroase luări de poziţie şi amendamente legislative.

Cel mai important aspect pentru noi a fost, însă, succesul extinderii programului Joacă Responsabil la nivelul întregii asociaţii și chiar mai departe, Romslot încheind protocoale de colaborare și cu alţi operatori interesaţi care, ca și noi, pun pe primul loc grija faţă de jucători.

În plus faţă de atingerea obiectivelor propuse, am primit și recunoaștere internaţională pentru eforturile depuse, urmând a fi gazdele următoarei Adunări Generale Euromat – European Gaming and Amusement Federation.

Care au fost principalele probleme cu care v-aţi confruntat de când deţineţi  conducerea executivă a Romslot?

Aş numi “problemele” mai degrabă “provocări”, şi atunci scăpăm de conotaţia negativă a cuvântului. Principala provocare cu care ne-am confruntat și ne confruntăm în continuare este percepţia negativă și imaginea nefavorabilă pe care o au jocurile de noroc atât în societate, cât și în rândul autorităţilor.

Romslot a lucrat foarte mult în ultimii doi ani pentru a schimba această percepţie în rândul autorităţilor, unul din obiectivele principale ale asociaţiei noastre fiind asigurarea unui cadru legislativ stabil și echitabil. Pentru a atinge acest obiectiv trebuie asigurată o percepţie corectă a industriei pe care o reprezentăm – o industrie solidă, cu investiţii semnificative în economie, care asigură în același timp peste 30.000 de locuri de muncă.

Fiecare mic pas înainte contează. De exemplu, pentru noi a reprezentat un real succes momentul în care Romslot a difuzat, în cadrul lucrărilor Comisiei pentru Buget din cadrul Camerei Deputaţilor, filmul documentar pe care îl puteţi găsi și pe pagina noastră de internet, cu privire la imposibilitatea aplicării impozitului de 25% și dificultăţile ridicate de impunerea biletului de intrare la sloturi.

În anul 2013 urmează să ne intensificăm eforturile vizavi de autorităţi și în același timp să începem să ne extindem focusul și pe societate ca atare.

“Joacă Responsabil” este o componentă esenţială a programului de acţiune Romslot. La ce nivel de conștientizare în rândul jucătorilor credeţi că a ajuns “Responsible Gambling” și ce pași a mai realizat asociaţia dumneavoastră în combaterea cu succes a adicţiei faţă de jocurile de noroc?

Într-adevăr, Romslot pune accent pe promovarea jocurilor de noroc de tip slot machine ca o formă de divertisment și distracţie, unde grija faţă de jucători este pe primul plan.

Romslot a preluat proiectul Joacă Responsabil la începutul anului 2012 şi l-a extins de la câteva zeci de săli la peste 1.100 de săli ale membrilor noştri. Susţinem Cabinetul de psihoterapie și HelpLine-ul la care jucătorii pot apela 24 de ore din 24. Avem un website dedicat www.joacaresponsabil.ro, unde toţi cei interesaţi pot găsi informaţii utile despre acest proiect.

Ca o recunoaștere pentru asumarea responsabilităţii dovedite de Romslot prin acest proiect, Romanian Austrian Casino s-a alaturat deja proiectului nostru, iar discuţiile de colaborare în acest domeniu cu celelalte asociaţii sunt într-un stadiu avansat.

Nivelul de conștientizare a crescut nu numai în rândul jucătorilor, dar și în cazul operatorilor, care au înţeles că este nevoie de un grad mai mare de responsabilitate în business-ul nostru.

Cum aţi caracteriza relaţia dintre Romslot și factorii de decizie în gaming de la nivelul Guvernului României?

Apreciez în mod deosebit modul deschis și direct în care se desfășoară comunicarea cu reprezentanţii Guvernului, ai Comisiei de Autorizare a Jocurilor, cu reprezentanţii Parlamentului – deputaţi, senatori și cei ai Comisiilor de specialitate.

În urma eforturilor depuse de către Romslot, am reușit să promovăm modificări legislative utile întregii industrii de sloturi, am prevenit introducerea unor noi obligaţii pentru operatorii de jocuri de noroc și, cu sprijinul unor parlamentari care au înţeles problemele cu care se confruntă industria noastră, am reușit să facem cunoscute o serie de amendamente care să poată permită în viitorul apropiat îmbunătăţirea cadrului legislativ pentru sloturi.

Ce activităţi aveţi în plan pentru anul 2013? Vă rog să detaliaţi.

În 2013 vom continua și intensifica eforturile pentru asigurarea unui cadru legislativ stabil și echitabil pentru toţi operatorii de jocuri de noroc de tip slot machine. Vom merge mai departe în implementarea programului nostru Joacă Responsabil, al cărui progres vă invit să îl urmăriţi cu interes. Dorim să îi înţelegem mai bine pe jucătorii noștri și să găsim cele mai bune modalităţi de a îi susţine și proteja.

Vom strânge legăturile cu omologii noștri europeni, pentru aceasta urmând a organiza, împreună cu AOPJNR în luna mai a acestui an Adunarea Generala Euromat – AGM 2013.

Suntem onoraţi de decizia Euromat de a organiza această întâlnire în premieră la București. Vom participa activ la principalele expoziţii şi conferinţe de profil din ţară şi străinătate, prilej cu care vom putea învăţa din experienţele omologilor noștri și vom putea împărtăși în același timp realizările noastre, fiind totodată la curent cu ultimele tendinţe şi noutăţi din industria jocurilor de noroc.

Credeţi că piaţa jocurilor de noroc de la noi din ţară se îndreaptă într-o direcţie bună?

Suntem convinşi că prin efortul comun al tuturor celor implicaţi în industria jocurilor de noroc, autorităţi, organizatori de jocuri și chiar mass media, vom reuşi să avem o legislaţie coerentă, echitabilă şi aplicabilă, un mediu concurenţial deschis, benefic pentru jucătorii noștri.
