Here we do not speak of evasion. Neither do we speak of the legitimacy of the fees and taxes imposed with generosity by any Romanian or other administration. But we present only an innovative way which helps the entrepreneurs from countries subject to high tax pressure, to avoid in an elegant way – let us recognize it – the payment of taxes for slot machine gambling.
The definition of gambling – both in Romania and in other European countries – explains this concept through the existence of a random element in providing the result for a game that has at its centre a stake agreed by both the player and organizer. So if we take out the random, we no longer talk about gambling.
Philosophers are trying to convince us that the whole life is a lottery. And life is statistically a sum of events with a relative probability of realization. The producers of game devices have reflected and have taken heed, and so we propose a new system that simulates a random string of events without taking into account the element of opportunity, specific to this industry.
Virtually, any amount of events due to some activities, if is continuous and frequent enough can take the place of a random element. Or more simply, imagine that you are in front of a field of flowers and buds that you try to estimate the order in which they will open their petals. If you are going to make an analysis of the development status of each flower thread you will have an exact answer. But who bothers? For such events we have either specialists, or it is just enough to give our opinion … Some are willing to bet some money that the flower X will bloom before the flower Y … And there it is, gambling without random items.
Specifically, some software producers have turned to FOREX market where they found a substantial amount of repeated, continue and non-random events that they have interpreted by software (see fig.)
There are three tables: the first window on the left is the dynamics of the exchange rate for 40 seconds and the „wining” periods are shown in conventional chosen colors. The second window provides detailed information, and the third window shows us nothing less than „the table of winnings”. Only that instead of plums, cherries or stars we have ranges with three decimal. The „game” is to make a bet (visible in the BET) and estimate if, after five seconds, the value of the index that expresses in this case an exchange rate exists in the values listed on the right side of the screen. In the event of success, the amount relevant to the range shall be added to the credit.
This software producers rely on one hand on the fact that people are encouraged by the trend of „investment” on the various stock exchanges proposed by pseudo-brokers of the call-centers, and on the other hand, on the similarity of the screen with the traditional slot machines. For more truthfulness, the soft is the put in a slot machine cabinet.

Nu vom vorbi aici de evaziune. Nici de legitimitatea taxelor și impozitelor impuse cu generozitate de orice administrație mioritică sau de aiurea. Ci doar vom prezenta o modalitate inovativă prin care întreprinzători din țări supuse unor presiuni fiscale ridicate reușesc să evite într-un mod elegant – de ce să nu recunoaștem – plata taxelor pentru jocurile de noroc tip slot-machine.
Definiția jocurilor de noroc – atât în România cât și în alte țări europene – explică acest concept prin existența unui element aleatoriu în oferirea rezultatului pentru un joc ce are în centru o miză agreată între jucător și organizator. Astfel că, dacă eliminăm aleatoriul, nu mai avem de-a face cu jocul de noroc.
Filosofii încearcă să ne convingă că viața întreagă este o loterie. Iar viața este din punct de vedere statistic o sumă de evenimente cu o probabilitate relativă de realizare. Producătorii de mijloace de joc au reflectat și au luat aminte și astfel ne propun un nou sistem care simulează un șir aleatoriu de evenimente fără însă a lua în calcul elementul de șansă specific industriei.
Practic orice sumă de evenimente datorate unor activități, dacă este continuă și suficient de frecventă poate ține loc de element aleator. Sau mai simplu, imaginați-vă că aveți în față un câmp de flori îmbobocite și că încercați să estimați ordinea în care vor deschide petalele. Dacă o să faceți o analiză a stadiului de dezvoltare a fiecărui fir vom avea un răspuns exact. Dar cine să își bată capul? Pentru asemenea evenimente avem fie specialiști, fie este suficient să ne dăm cu părerea… Unii sunt dispuși să parieze anumite sume de bani că floarea X va înflori înaintea florii Y…. Și iată că avem un joc de noroc fără să avem elemente aleatorii.
În concret, unii producători de software au apelat la piața FOREX unde au găsit o sumă de evenimente repetate, continue și nealeatorii pe care le-au interpretat printr-un software (vezi fig.)
Există trei tabele: prima fereastră din stânga urmărește dinamica ratei de schimb timp de 40 de secunde și figurează colorat intervalele “câștigătoare” alese convențional. A doua oferă informația de detaliu, iar a treia fereastră ne arată nu mai puțin decât “tabelul de câștiguri”. Doar că în loc de prune, cireșe sau steluțe avem intervalele cu trei zecimale. “Jocul” constă în a pune la bătaie o miză (vizibilă în fereastra BET) și a estima dacă, după 5 secunde, valoarea indicelui care exprimă în acest caz o rată de schimb se află în plaja valorilor listate în dreapta ecranului. În caz de succes, la credit se adaugă suma corespunzătoare intervalului.
Producătorii acestui soft mizează pe de o parte pe faptul că oamenii sunt încurajați de moda “investițiilor” pe diversele burse pe care le propun pseudo-brokerii din call-center-uri, iar pe de altă parte pe similitudinea ecranului cu tradiționalele slot-machines. Pentru un plus de veridicitate, softul se pune într-o carcasă de slot-machine.
Și acum vine partea frumoasă! Ce ar putea să zică Statul? Nu e noroc, nu e Licență, nu e taxă. La mai mare!
