Rombet Association, about successes in 2016 and projects for 2017 Asociația Rombet, despre succesele lui 2016 și proiectele pentru 2017

The Romanian gambling industry underwent deep changes in 2016. Fine-tuning of the legislative package by adoption of the secondary regulations (that is, the application rules of the law), and all the shifts this industry experienced afterwards, have all been steps taken forward, aimed at rendering this industry more powerful, transparent and independent. And Rombet Association has always been involved and increasingly active in representing the interests of its members. Trainings, projects and programmes, large-scale international events and workshops the members of the association were invited to attend as speakers, are the highlights of an year packed with positive results for Rombet.

 „2016 shed light on the major shifts the industry has undergone over the past years. The important players of the industry understood that, while we are provided with a good legislative package, unity should be one of the key coordinates of any endeavor if we aim to progress. In witness of this growing-up, an important number of members, both from the country and abroad, decided to join our association last year, and thus place their trust in us to represent their interests before the National Gambling Office and not only”, declared Mr. Dan Alexandru Ghiță, President of Rombet.

The Association has constantly and unequivocally urged the industry to stay together, so as to turn the transparency, unity and independence goals into reliable strategies to underpin the progress of gambling in Romania. But, as any strategy comes along with an implementation plan, in 2016 Rombet has stepped up its involvement in various efforts and activities.

The 2016, the Rombet workshop „roadshow” stopped in many cities of the country.  The representatives of the association were seen in Iași, Cluj, Oradea and Bucharest, trying to clarify any ambiguities that are liable to impair the correct application of the legislation into force. „The interest was high, and attendance of our events exceeded our expectations. It is thus clear that accurate information needs to be exchanged, and the expert voices should take a step forward and answer the questions that, looking back at the experience of the year now ended, will not be few”, commented the Vice-President of Rombet, Mr. Anchidim Zăgrean, who added that: „It was a good year, when the first permanent licenses and permits were issued to online gambling operators, not to mention the 2nd class licenses for gambling-related activities. We have a legal framework considered an example of good practice by many European states, but, in our opinion, there is still room for improvement”.

Rombet promises that in 2017, the workshops will be resumed and taken to other cities in the country, building on the success our events enjoyed last year. Furthermore, the representatives of the association have already announced that they are working on a set of improvement proposals for some legislative provisions, fed by the feedback Rombet members submitted in respect of the implementation of the package of laws in effect. „As we have repeatedly said it already, ROMBET is a supporter and promoter of the interests of its members, and membership of the association is a guarantee for the support, legal, tax and accounting advice they can expect to receive. We are closely monitoring the meetings of the Parliamentary commissions that debate projects with impact on the gambling industry, we take active part in all the meetings of the Advisory Board attached to the National Gambling Office, and we aim to remain equal partners in the dialogue with the authorities with gambling responsibilities, thus helping the on-going improvement of the legislation and, consequently, the development of our industry”, added Mr. Dan Alexandru Ghiță, President of Rombet.

But the positive image the gambling industry is building right now has been decisively driven also by the focus placed by this industry on staying in touch with the latest legislative developments, the business trends and opportunities, or the innovative responsible gambling project ideas. Thus, Rombet was an ambassador of Romania in the major gambling events organized across Europe, and often took the floor to speak to the audience of what makes our country that example of good practice the neighboring countries and not only look up to. Rombet representatives were in London, attending ICE Totally Gaming, the largest European event of the industry, then they participated in EGR Online Gambling Briefing – Eastern Europe (Prague), World Regulatory Briefing – Responsible Gambling Innovation (London), World Regulatory Briefing Eastern Europe (Warsaw), and the Eastern European Gaming Summit (Sofia).

„We take pride in the fact that last year we managed to advance the opening of the Romanian market to large foreign investors, that were thus able to direct their attention towards our country. We will continue to pursue this approach in 2017, too. As early as February we are in London to participate in ICE Totally Gaming, to continue this tradition of Rombet. In March we will be seen in Vienna International Gaming, and will be support, this year as a media partner, two important conferences organized by SBC Event in London, namely „Betting on Football” in May, and „Betting on Sports” in September”, added Mr. Dan Iliovici, First Vice-President of Rombet.

Internally, the association further aims to continue its involvement in Responsible Gambling projects, as it has done before, social responsibility being an essential strategic direction in Rombet. „We want to take active and direct part in the establishment and, in particular, in the operation of the future Foundation for Socially Responsible Gambling. The expertise and knowledge we have acquired so far, the partnerships we have concluded and the good reputation our association enjoys abroad will definitely be assets the Foundation would be able to rely on in the implementation of the future Responsible Gambling projects”, also said the First Vice-President of Rombet.

„What are the goals of the association in 2017? To take further and improve the projects and programmes of 2016, so that the important progress of last year would be continued at a high and constant pace in the year that has just started, too. Gambling development in our country is a challenge, but one that Rombet is willing to happily uptake, obviously always having in mind the interests of our members which are, in fact, the interests of the entire Romanian gambling industry”, concluded Dan Alexandru Ghiță, President of Rombet.Pentru domeniul jocurilor de noroc din România, anul 2016 a fost unul marcat de schimbări profunde. Definitivarea pachetului legislativ prin adoptarea reglementărilor secundare (ne referim la normele de aplicare a legii) și toate transformările prin care domeniul a trecut ulterior, au fost pași înainte care au adus mai multă forță, transparență și independență industriei. Iar asociația Rombet a fost mereu implicată și tot mai activă, reprezentând interesele membrilor săi. Seminarii, proiecte și programe, evenimente internaționale de amploare și workshopuri la care reprezentanții asociației au fost invitați în calitate de speakeri au fost realizările unui an plin de rezultate pozitive pentru Rombet.

„2016 a pus în evidență transformările majore pe care industria le-a parcurs în ultimii ani. Jucători importanți din domeniu au înțeles că, deși avem un pachet legislativ bun, pentru a progresa este nevoie ca unitatea să fie una dintre coordonatele de bază ale oricărei acțiuni. Ca dovadă a acestei maturizări, anul trecut un număr important de noi membri, nu numai din țară, ci și din străinătate, a decis să se alăture asociației noastre și să aibă încredere în noi pentru a le reprezenta interesele în fața Oficiului Național pentru Jocuri de Noroc și nu numai”, a declarat domnul Dan Alexandru Ghiță, președintele Rombet.

Asociația a transmis constant și fără echivoc un apel la coeziunea industriei, care ar transforma dezideratele de transparență, unitate și independență în strategii viabile pentru progresul domeniului jocurilor de noroc în România. Dar, cum orice strategie este însoțită și de un plan de punere în aplicare, pe parcursul anului 2016 Rombet și-a intensificat eforturile și activitățile în care a fost implicată.

În 2016, „caravana” seminariilor Rombet a traversat multe orașe din țară.  Reprezentanții asociației au fost prezenți în Iași, Cluj, Oradea, București și au încercat să explice neclaritățile care ar putea să împiedice o aplicare corectă a legislației în vigoare. „Interesul a fost mare, prezența la evenimente mai bună decât ne-am așteptat. Este clar, deci, că e nevoie ca informația corectă să circule și este nevoie ca voci experte să facă pasul în față și să răspundă întrebărilor care, vă asigurăm din experiența anului ce s-a încheiat, nu sunt puține”, a comentat vicepreședintele Rombet, domnul Anchidim Zăgrean, adăugând că: „A fost un an bun, în care s-au acordat primele licențe definitive și autorizații pentru operatorii de jocuri online, ca să nu mai amintim și de licențele de clasa a II-a, pentru activități conexe jocurilor de noroc. Avem un cadru legal considerat exemplu de bune practici de multe state europene, dar, în opinia noastră, el este unul perfectibil.”

Rombet promite că în 2017, seria seminariilor va continua și cu alte orașe din țară, având în vedere succesul de care s-au bucurat evenimentele similare ale anului trecut. De asemenea, reprezentanții asociației au anunțat că deja lucrează la un set de propuneri de îmbunătățire a unor prevederi legislative, pornind de la feedbackul pe care membrii Rombet l-au transmis în ceea ce privește funcționarea pachetului de legi în vigoare. „Așa cum am spus-o în repetate rânduri, asociația ROMBET este susținător și promotor al intereselor membrilor săi, pentru care statutul de membru le garantează sprijin, consiliere juridică, dar și fiscală și contabilă. Urmărim toate ședințele comisiilor parlamentare unde se dezbat proiecte cu impact asupra industriei de gambling, participăm activ la toate ședințele Consiliului Consultativ de pe lângă ONJN și ne propunem ca și pe viitor să rămânem parteneri egali de dialog cu autoritățile cu atribuții în domeniul jocurilor de noroc, contribuind la îmbunătățirea constantă a legislației care face posibilă dezvoltarea industriei noastre”, a adăugat președintele Rombet, domnul Dan Alexandru Ghiță.

Dar la imaginea pozitivă pe care domeniul de gambling o construiește la acest moment a contribuit decisiv și accentul pe care industria jocurilor de noroc l-a pus pe a fi la curent cu noutățile în materie legislativă, trendurile în ceea ce privește oportunitățile de business ori idei proiecte inovative în direcția jocului responsabil. Astfel, Rombet a fost ambasador al României la principalele întâlniri pe teme de gambling din Europa, nu de puține ori luând cuvântul pentru a prezenta celor de față ce face din țara noastră un exemplu de bune practici la care se uită cu admirație țările vecine și nu numai. Reprezentanții Rombet au fost la Londra, la ICE Totally Gaming, cel mai important eveniment european dedicat industriei, apoi, au participat la EGR Online Gambling Briefing – Eastern Europe (Praga), World Regulatory Briefing – Responsible Gambling Innovation (Londra), World Regulatory Briefing Eastern Europe (Varșovia) și la Eastern European Gaming Summit (Sofia).

Ne mândrim că anul trecut am avut ocazia să promovăm deschiderea pieței din România către investitorii străini de top care și-au îndreptat astfel atenția către țara noastră. Și vom continua pe aceeași linie și în 2017. Deja în februarie suntem la Londra, participarea la ICE Totally Gaming fiind deja o tradiție pentru asociația Rombet. În martie, mergem la Vienna International Gaming și vom susține anul acesta, în calitate de partener media, și două conferințe importante organizate de SBC Events, la Londra, fiind vorba de „Betting on Football” în mai și „Betting on Sports” în septembrie”, a comentat domnul Dan Iliovici, prim-vicepreședinte Rombet.

Pe plan intern, asociația își propune de asemenea să continue să se implice în proiectele de Joc Responsabil, așa cum a făcut-o până în prezent, responsabilitatea socială fiind o direcție strategică esențială în cadrul Rombet. ”Ne dorim să participăm activ și direct în constituirea și, mai ales, în activitatea viitoarei Fundații pentru un Joc Responsabil Social. Expertiza și cunoștințele pe care le-am acumulat până în prezent, parteneriatele încheiate și bunul renume pe care asociația noastră îl are la nivel extern vor fi, cu siguranță, avantaje de care Fundația se poate bucura în implementarea proiectelor sale de Joc Responsabil”, a adăugat prim-vicepreședintele Rombet.

”Ce ne propunem ca asociație pentru anul 2017? Să continuăm și să îmbunătățim proiectele și programele din 2016, astfel încât progresele importante ale anului trecut să continue într-un ritm alert și constant și în anul care a început. Dezvoltarea domeniului jocurilor de noroc din țara noastră este o provocare, dar una pe care Rombet o acceptă cu plăcere având, bineînțeles, în prim-plan în permanență interesele membrilor noștri, care sunt, în fapt, interesele întregii industrii de gambling din România”, a concluzionat Dan Alexandru Ghiță, președintele Rombet.
