În OUG nr. 77/2009, privind organizarea şi exploatarea jocurilor de noroc, există câţiva termeni asupra cărora ne vom opri atenţia în această ediţie:
1. ce se înţelege prin joc de noroc;
2. taxa de participare;
3. mijloc de joc;
4. organizator de jocuri de noroc;
5. participant la jocuri de noroc;
6. ce se înţelege prin “câştig” sau “premiu”.
